In 1866, a movement called the "New Reform" began in Andorra, initiated by the landowner Gillién de Plandolí i d'Aréno. This movement was an important stage in the history of one of the oldest states in Europe, officially governed by the President of France and the Bishop of La Seu d'Urgell.

Constitution of Andorra On April 14, 1866, Bishop Josep Caxal i Estrades drew up the first constitution of Andorra, which was officially adopted on May 31 of the same year. In 1869, it was ratified by the French King Napoleon III. According to this constitution, the General Council of Andorra consists of 24 people, who became the modern devices of the country.
